A senior Lecturer and Head, Department of Finance at the
School of Business, Economist Dr. John Gatsi of the University of Cape
Coast told News Ghana
via telephone in contributing to the maiden budget presented by the NPP
government called for inclusive utilisation of the ABFA to finance the
free SHS policy.
He explained that the intention of the government to introduce free
SHS will help to enhance progressively free SHS for public schools. The
use of the ABFA demands inclusive application.The source of funding is
largely described as problematic because the question of sustainability
has not been answered. However the use of the Annual budget funding
amount(ABFA) brings more issues to the debate.
He further explained that according to the 1992 Constitution and the
Petroleum Exploration and production Act of Ghana , petroleum resources
belong to the people of Ghana and their use must benefit all. The
implication is that all fresh SHS in the 2017/2018 academic year whether
in private or public schools must benefit from the free SHS .
Petroleum revenue must be used in a responsible , accountable and non
discriminatory manner. Parliamentarians and all stakeholders should
ensure the ABFA is not applied in a discriminatory manner.
Free SHS should not disturb the choice of parents and students
between private and public School. The responsibility of the government
is to respect the choice of parents and extend the use of the ABFA in
private and public schools.
